The absence of a future vision for American policy

It seems planners and advisors to American presidents have failed over the decades, whether Democrats or Republicans, due to political, strategic, and military miscalculations.
The reliance of American policy on one source or specific sources reflects a vision different from what is happening on the ground of the changing political and strategic reality.
It seems that American policy is not developing quickly with the development of events between the past, the present, and the future. It is still living in the glories of the past that have passed and ended, so it struggles with a new present full of accelerating events, such as the rise of new powers on the international scene and the emergence of wars of a new kind, not the wars of regular armies among them, as regular armies have now become... A battle cannot be decided due to proxy war through modern tools, militias, and gangs. The era of regular armies and superpowers in the world has ended and has been replaced by gangs and small militias that are inexpensive and effective. Open war without material or strategic calculations has become difficult to accept now in this era.
Will American policy return to its senses, wake up from its coma, and manipulate its opponents in the same modern ways? This will only happen with a future vision for American policy.
At the forefront of these strategic matters is setting priorities for American policy, from the most important, then the least important, to the least. For example, the Ukrainian war was not a major priority, while controlling the sea straits, such as the Strait of Bab al-Manab and the Strait of Hormuz, was the biggest priority because it controlled global trade routes. So how can a small group within A country with strategic maritime borders leave the Bab el-Mandeb Strait like this, or it will encourage maritime piracy by Somalia in the same dangerous sea strait?
The American strategic planner or political advisor should reconsider and review his policies and priorities according to economic and strategic interests, and they should read what is written in American newspapers so that the vision may become clear to them.
